Professional Background
Tom is a finance professional. He is retired from a career in which he was a CPA and then a CFO. He was also the Product Manager of the leading software product used to track, monitor, and report on bonds issued by cities, counties, and other governmental entities. He is intimately familiar with our district's bonds.

Tom has been active in the community for many years. In recognition of the nature and duration of his service, the El Cerrito City Council added Tom to the city’s Wall of Fame in 2014. The following is a condensed review of Tom’s efforts in West County, which have always focused on expanding the legitimacy and influence of local organizations, documenting and giving a voice to marginalized populations that have yet to find their voice, handling the compliance and financial reporting required for small non-profits, and bridging the differences to create solutions that benefit all parties.
  • Tom is the Treasurer and a member of the Board of the Friends of the El Cerrito Library and volunteers regularly. The Friends Group contributes over $20,000 each year to support the library. Tom was one of the original eight members of the El Cerrito New Library Committee and is a director of its successor, the El Cerrito Library Foundation. In his role as development director for the Library Foundation he has raised more than $150,000.
  • Tom is also participating in the ballot measure campaign to support building a safe, modern library in El Cerrito. He has raised more than $40,000 for the campaign in pledges and matching grants.
  • Tom established two plant seed libraries in El Cerrito, arranging for one in the El Cerrito branch of the Contra Costa County Library and the other in the El Cerrito Recycling Center. Tom is on the steering committee of and often works at the El Cerrito Community Garden. The Community Garden frequently co-sponsors planting and sustainability programs with the El Cerrito library.
  • Tom has been active in the El Cerrito Historical Society for many years and has served on the Board almost continuously since 2000 as either President or Treasurer. He has focused on making the Historical Society an active and engaged part of the El Cerrito community as well as ensuring that it is well respected by the City Council. Tom has consciously recruited women for the Historical Society Board and worked to enhance their voice in the Society..
  • Tom has worked constructively for many years to bring together the community and developers to envision projects that are economically viable while respecting the history of El Cerrito. This has resulted in one site that Tom successfully placed on the list of places eligible for the National Register of Historic Places and two sites that will be eligible for the California Register of Historical Resources.
  • Tom’s investigation and research on the Japanese and Chinese presence in West County has led to the unveiling and documentation of largely ignored but highly significant parts of local cultural history. Tom initiated and drafted the City Council resolution that established “Fred Korematsu Day” in El Cerrito and also most of El Cerrito’s “Chung Mei Home for Boys Day” City Council Resolution..
  • Tom has scanned or collected over 5,000 images and documents for the Society’s collection, including a number of very rare items. He has negotiated collection sharing agreements with several institutors. His efforts have made the El Cerrito Historical Society a renowned primary repository regarding the Chung Mei Home for Chinese Boys and its successor institutions; the family and adobe of Victor Ramon Castro; the settlement of Rancho San Pablo; and the Japanese nursery community in West Contra Costa County. Tom researched, wrote, and assembled Images of America - El Cerrito. He designed, edited, and published Harem Scarem in El Cerrito, Neva Carpenters’ book about growing up in El Cerrito.
